FSSAI registration for home kitchen businesses is mandatory, online and cheap, and most home bakers, tiffin cooks and pickle makers can finish the application in under an hour. If your annual turnover is 12 lakh rupees or less, you need FSSAI basic registration, applied for on the FoSCoS portal with a photo ID, a passport photo and a short declaration; the fee is nominal and the certificate carries a 14-digit number you then print on labels and menus. This guide covers which category applies to you, the documents to keep ready, each step on the portal, what happens after you apply, the mistakes that cause rejections, and renewal.
Which FSSAI category applies to a home kitchen
FSSAI has three tiers, and the tier is decided by annual turnover and the type of business. Almost every home kitchen starts in the first.
| Tier | Annual turnover | Who it covers | Issued by |
|---|---|---|---|
| Basic registration | Up to 12 lakh rupees | Home bakers, home chefs, tiffin services, small pickle and snack makers | State registering authority, via the FoSCoS portal |
| State licence | 12 lakh to 20 crore rupees | Cloud kitchens, restaurants, larger home-based businesses that have grown | State licensing authority |
| Central licence | Above 20 crore rupees, or specific categories such as importers and large manufacturers | Not relevant to home kitchens | Central licensing authority |
The fee for basic registration is nominal, 100 rupees a year at the time of writing; check the portal for the current figure. You choose the validity, from one to five years, and pay for the years you choose. If you expect to cross 12 lakh rupees in turnover, apply for the state licence rather than starting with basic registration and upgrading mid-year. The larger-kitchen version of this process is in our post on cloud kitchen licences in India.
Documents to keep ready
For basic registration the list is short. Scan or photograph each as a clear image or PDF before you start, because the portal times out.
- A photo ID: Aadhaar, voter ID, PAN or passport, in the applicant's own name.
- A recent passport-size photograph.
- Your home address as it appears on the ID; if the kitchen is at a different address, a proof of that address such as a rent agreement or an electricity bill.
- A list of the food categories you will make: bakery, sweets, cooked meals, pickles and so on.
- A mobile number and email address that you will keep for years; the certificate, renewal reminders and any inspection notices go there.
- For some states, a self-declaration of compliance with hygiene requirements, which the portal generates for you to accept.
Step by step on the FoSCoS portal
- Go to the FoSCoS portal (foscos.fssai.gov.in) and choose the option to apply for a new licence or registration. Avoid third-party sites that charge several hundred rupees to fill the same form.
- Select your state, then the kind of business. For a home kitchen, the relevant options are usually under food services or manufacturing, depending on whether you cook meals or make packaged products; the portal shows a list of categories and the turnover question decides the tier.
- Declare your expected annual turnover as under 12 lakh rupees; the portal routes you to basic registration (Form A).
- Fill in your name, the business name (it can simply be your own name or your brand), the address of the kitchen, and your contact details exactly as on your ID.
- Select the food categories you will handle. Choose all that apply now rather than adding later; a home baker who also makes festival mithai should tick both.
- Upload the photo ID and the photograph. Check the images open properly before you submit.
- Choose the validity period (1 to 5 years) and pay the fee online.
- Submit and note the application reference number. You will receive an acknowledgement by SMS and email.
- Track the status on the portal. Basic registration is commonly issued within a week or two, sometimes faster; some authorities schedule a short inspection first.
- Download the registration certificate once issued. It carries your 14-digit FSSAI number and your validity dates.
If a question on the form does not fit a home kitchen, pick the closest option and explain in any remarks field; registering authorities see home-based applications every day and are used to it.
After you apply: inspection, certificate and using the number
Some states inspect before issuing basic registration; many do not. If an inspector visits, they are checking for the basics: clean water, separation of raw and cooked food, covered storage, pest control, and that the address matches. Keep the kitchen as you would want a customer to see it and keep a copy of your application handy.
Once the certificate arrives, three things change. Display the certificate in the kitchen or wherever you hand over food. Print the 14-digit number on every label for packaged products (pickles, cookies, snacks) along with the product name, ingredients, allergens, net weight, date of packing and best-before. And put the number on your menu, your store page and your bills; customers notice, and it separates you from the many home businesses that skip the step. The posts on starting a home bakery business and starting a home chef business cover where the number goes in each case.
Common mistakes that cause rejections or trouble later
- Applying under a relative's ID. The registration must be in the name of the person running the kitchen; it cannot be transferred later.
- Address mismatch between the ID and the kitchen with no supporting proof. Upload a rent agreement or utility bill if the two differ.
- Choosing the wrong tier. Declaring turnover above 12 lakh rupees by mistake sends you into the state licence process with more documents and a higher fee.
- Ticking only one food category. Adding categories later means a modification application; tick everything you plan to make in the first year.
- Letting it expire. Renewal has to be applied for before the expiry date; a lapsed registration means a fresh application and, in principle, a period of operating without one.
- Using a blurred ID scan. Rejections for unreadable documents are common and cost weeks.
FSSAI for home bakers and other specific cases
Home bakers selling cakes for pickup and delivery need basic registration under food services; those who also sell packaged cookies and dry cakes should include the relevant manufacturing category and label packs properly. Pickle and papad makers who ship by courier across India still need only basic registration if turnover is under 12 lakh rupees, but labelling rules apply fully because the product is packaged. Tiffin services are covered by the same basic registration; the licensing questions specific to tiffins are in our post on tiffin service licence and FSSAI registration.
If you move house, the registration is tied to the kitchen address and must be modified through the portal. If you add a second person as a partner, or convert to a company, the registration needs to be updated to match. If you start listing on an aggregator or a home chef platform, they will ask for your FSSAI number before onboarding you, which is one more reason to register before you need it.
Renewal and staying compliant
Set a reminder for 60 days before your certificate expires and apply for renewal on the portal; the process mirrors the original application and the same fee per year applies. Businesses on basic registration do not generally have to file the annual returns that state licence holders do, but check the current rules for your category once a year. Keep the kitchen to the standard you declared, keep labels current, and update the registration whenever your address, categories or turnover tier changes.
Once you are registered, the number belongs on everything a customer sees. Many home kitchens use a WhatsApp ordering platform such as Tezzu to put the menu, prices and FSSAI number on a free store page and take orders on their own WhatsApp number, with GST bills generated per order when the business grows into needing them, for 999 rupees a month plus a flat 10 rupees per order and no commission.

Is FSSAI registration required for a home kitchen?
Yes. Any business that makes or sells food in India needs an FSSAI registration or licence, including one run from a home kitchen. For annual turnover up to 12 lakh rupees that means basic registration, applied for online on the FoSCoS portal. Selling without it can lead to penalties and makes aggregator and platform onboarding impossible.
How much does FSSAI basic registration cost?
The government fee is nominal, 100 rupees a year at the time of writing, paid for the number of years of validity you choose, from one to five. Check the portal for the current figure. Third-party agents charge several hundred to a few thousand rupees to fill the same form, which you can do yourself in under an hour.
How long does FSSAI registration take for home bakers?
Basic registration is commonly issued within a week or two of a complete application, and sometimes within days. Some state authorities schedule a short inspection first, which can add time. Rejections for unreadable documents or address mismatches are the usual cause of delays, so upload clear scans and matching address proof.
Which FSSAI licence does a home food business need?
Basic registration if your annual turnover is up to 12 lakh rupees, which covers almost every home baker, home chef, tiffin service and small pickle or snack maker. A state licence applies once turnover crosses 12 lakh rupees. The central licence is for large manufacturers and importers and does not apply to home kitchens.
Do I need to renew FSSAI registration?
Yes, before the expiry date on your certificate, which is one to five years from issue depending on what you chose. Apply for renewal on the FoSCoS portal; the process mirrors the original application. A lapsed registration means applying fresh, so set a reminder for 60 days before expiry.
